Tua is an adult. He is surely well informed about his situation. The NFL/NFLPA may eventually legislate this in a way that will make certain decisions for a player. Until then, it’s largely up to him.
It may be a poor and shortsighted choice, but it’s his to make.
Alex Honnold sometimes climbs without ropes. After about fifty feet or so, any mistake means his life is over. Literally no one understands the risks better than Honnold himself. It is, and should be, his choice.

Miami is a lame team to me much as the Cowboys are, a few big names and an overrated QB who plays well enough to get the team into the playoffs then starts airmailing picks and throwing sinkers inexplicably into the dirt three yards in front of wide open receivers in the clutch moments.
To me it scarcely matters whether Tua plays or doesn’t. This team is going nowhere as currently constructed and coached by a future budtender.
For the sake of his health it’s obvious Tua should retire. There is a certain courage displayed that would lend itself to a heroic story arc if the Dolphins could make and win a Super Bowl.
But who are we kidding? This team maxes out at 10-7 and a divisional round blow out loss.
I remember seeing the Dolphins score 70 against the Broncos in Sep 2023 and thinking "you morons tried really hard to throw that all away last year." I agree with your point that Dolphin leadership deserves less trust than the NFL as a whole. It feels similar to how previous Commander mgt ruined RG3's career.
I wonder if the Guardian Caps come into the equation at all? If he wears one, is the risk of another severe concussion significantly diminished? Has this played into the medical advice he has been given, I wonder?
That also begs the question of whether a player with a history of concussions, like Tagovailoa, should have been wearing one all season?
I've read mixed conclusions on the benefits of the guaridan cap. However if the guardian cap really protects players and reduces the likelihood of getting a concussion &/or mitigates the impact, then the NFL should mandate that players wear it. No doubt there would be pushback but the NFL could follow the NHL's example on making helmets manadatory back in the day. Grandfather those already in the league who don't want to wear the guardian cap but make it mandatory for all incoming rookies. In a few seasons, they'll all be wearing a guardian cap.
