The Seahawks have three of the top 52 picks in the draft. I have had a hunch they have been targeting Dart with one of those picks; after you compared him to Sam Darnold, I'm almost certain of it.
That's why you sign Darnold if Dart was the pick. Let him develop maybe they get the OL by 2026. But Im not holding my breath, Seattle's track record with using resources in finding blockers outside of 2022 is the same as if they put no resources.

But you may not have a day two pick. And the process of getting back into the first round may be cheaper than usual because of the talent distribution in this draft, and the first round gives you a fifth year option that you might want for development time.

And he may not even be in the number three most polarising prospects, between short armed tackles, edges that manage either exactly 1.5 sacks a year or be accused of sexual misconduct in both HS and colleges, players coming off injuries, and Sanders.
That’s the kind of pretzel logic constantly used to justify taking a quarterback much too high. Then those QBs go on to be labeled “busts” and are despised by front offices and fans alike until they slink away forever.
And trading up is always swimming against the tide of good resource management. The 5th year option is helpful. But if you are thinking, "Well, this kid may need an extra-long evaluation ramp" ... are you sure he's worth trading up for?
The opportunity cost is pretty high for a guy like Dart though. Is his range of outcomes so much better than a guy like Milroe that it's worth spending your first rounder on him?
"Physical talent with questions about his transition to NFL defenses" is a quarterback archetype available in the third round. Based on this scouting report and others, the difference between Dart and that third rounder doesn't seem worth the draft capital.

Alex Karras once said that the reason Milt Plum failed was because he didn’t have a football name. Maybe Dart is the reverse of that. Of course Karras said that years after he threw his helmet at Plum

I very much want the Giants to take Dart at the top of the second. I hate the Giants.
